„Chapter 8 – Board of Elders

The Church will govern itself through the leadership of The Board of Elders which is the only body with executive powers delegated from the members. All other departments will have only an advisory role – they will report to the Board of Elders and will operate under their guidance. This church is not affiliated or subject to the control of any ecclesiastical body, but enjoys mutual counsel and cooperation with other churches of like faith and order. Each Elder will have high moral standards with a christian conduct, a real role model in the church and in society in general. They should be wise, competent people with a solid judgment and a clear vision for the church. Preaching is not their first priority. They should be able to set policies and guide the church to fulfill its goal of ministering to the needs of the people and proclaim the good news to every sinner. They will be up for election every 4 years by a majority vote. When a position is vacant, the Nomination Committee will provide two recommendations and the church will vote on each one individually. When the incumbent is eligible for reelection, he will be one of the choices by default and Nomination Committee will recommend only one other candidate. Every 4 years the Board of Elders will elect a president to preside over their meetings and be their spokesman. The Board of Elders represents the highest authority in the church and their decisions will be final. A majority vote will be required for any decision unless otherwise specifically stipulated in these Bylaws.

Board of Elders shall serve the Church by leading in planning, coordinating, conducting and evaluating the ministries and programs. One of the primary functions of this board shall be to recommend to the Church suggested ministries and goals; to review and coordinate ministries and program plans recommended by ministry departments and evaluate achievements in terms of Church’s goals. The Board of Elders shall have monthly regular business meetings or special meetings as needed when called on by the president of the Board of Elders or by a majority of the Board of Elders with at least one-week’s notice. Every four months Board of Elders will request to have a all-hands meetings with all other departments for a better focus and coordination of all activities.”

Subscriu cu propunerea fr. Nick Rosioru.

Chapter 3 – Classes of Members

Art 1 – There shall be two classes of members in the Church.

Art 2 – Active Members

The first class of members shall be referred to as active membership roll, and shall consist of all initial members of the Church as of the date of these Bylaws, and all members admitted hereafter from time to time. Young people growing up in the Church and attending the Church regularly will automatically became active members when they turn 18 after filling out a membership application and after having been baptized or have applied to be baptized. New members will be accepted upon completing a membership class, filling out an application and agreeing with Bylaws and Articles of Faith of this church.

Art 3 – Inactive Members

The second class of members shall be referred to as the inactive membership roll, and consists of former active members that have not attended the Church for the last 12 months. Upon identification of those members the Secretary shall transfer those members from the active membership roll to the inactive membership roll. The Secretary shall mail a letter to those members at their last known address according to the Church’s records advising them of this upcoming change in status two weeks before transferring them to the inactive membership roll.

Any member whose name appears in the inactive membership roll may request to be transferred to the active membership roll by making such request to the Secretary. Such transfer shall be made in a reasonable amount of time after the Secretary has confirmed that the member has started attending the Church again. If the member makes no effort to be reinstated as an active member and the Secretary could not contact him, then the Secretary may bring up the membership for termination with a majority vote in a regular business meeting. Secretary will review the active membership roll prior to the annual meeting…”

Astept in continuare solutii.

 Church meetings

Art 1 – Worship Services

The Church will meet regularly each Sunday morning, Sunday evening and Thursday evening for Worship of Almighty God. Prayer, praise, preaching, instruction, and evangelism shall be among the ingredients of the services.

Art 2 – Special Services

Revival services or any other services for the advancement of the Church’s objectives shall be held, as recommended by the Pastoral ministry, and approved by the Board of Elders with a majority vote.

Art 3 – Annual Meetings

The annual meeting of all active members of this church will be held on the first Sunday in the month of February. Every active member will be notified in writing or via e-mail regarding this annual meeting, at least two weeks in advance, and it will be announced in the church on the last two Sunday services, immediately prior to the meeting. Absentee ballots shall be provided by the Nomination Committee ahead of time for the active members that cannot participate in person and have to be turned no later than the election day.

Art 4 – Regular Business Meetings

The Church will hold regular business meetings on the first Saturday of the month of March, June, September and December. Part of the meeting will be informative (like Treasurer’s report and Secretary’s report) and part will be discussions on issues at hand. The emerging issues will need a majority vote to be further explored by the BOE as needed. The people present will constitute a quorum and will have the authority to adopt issues of smaller importance (like accepting or terminating members) by a majority vote. There will be no absentee ballots provided for the regular business meeting.

Art 5 – Special Meetings

The Church may conduct called business meetings to consider matters of special nature and significance. The notice of special meetings shall include the subject, the date, the time, and the place of the meeting; and it must be given by announcement in the Sunday worship service and the Thursday worship service as well as via e-mail a week in advance to all active members. A special business meeting may be called by the Board of Elders, or by a written petition signed by not less than 20% of the church members on the active roll. No business except that for which the meeting was called may be transacted. Absentee ballots shall be provided ahead of time for active members that can not participate in person and have to be turned in before the time of the meeting. Conference call will not be considered.

Art 6 – Moderator

To avoid any conflict of interest, a Moderator other than Pastor shall be elected at every Church meeting whether annual, special or regular. The Moderator could be the Secretary, the Clerk, Assistant Clerk, or any other member. His duty will be to conduct an orderly meeting respecting these Bylaws or Robert’s rules of order, to protect the rights of the minority to speak. The Moderator will not express any opinion on the matters being discussed and maintain a neutral attitude at all times. He will abstain from voting on the issues unless in situations where his vote can make or break a tie or a two thirds majority.

Art 7 – Majority vote

In order to adopt any issue in the Church meetings, it is necessary to have a majority vote, except in the cases when a higher percentage is required by these Bylaws. The ballots will have two options Yes or No. The ballots left blank or have a write-in name will be ignored. The percentage will be based on the total number of ballots collected, including the absentee ballots that will be part of the total count (in annual and special meetings).

Demn de remarcat faptul cine convoaca aceste intalniri, citez : „A special business meeting may be called by the Board of Elders, or by a written petition signed by not less than 20% of the church members on the active roll”.

Of, Doamne!

Eu as impartii in trei aceasta structura:  Administrativa, Pastorala si Lucrari/Departamente.

Nick aduce in discutie nevoia cronica de a avea in Biserici  „checks and balances” adica controluri reciproce si balantarea puterii.

„…These Bylaws make a real effort to mitigate some of the weaknesses inherent to our human nature by providing checks and balances, by trying to avoid the conflict of interest, by dividing the tasks and assigning different people to do things, by abiding by Robert’s parliamentary rules. Show me a church run by a single person with an legalistic iron fist I will show you a dysfunctional church.

The nomination committee is a good way to sort out the candidates and provide objectivity to the election process.

Although far from being perfect, these Bylaws represent a great improvement, a workable and well rounded document, setting a new standard to be applied to our churches. By design it weeds out the opportunists, the insincere while providing the framework and opening the stage for the truly passionate to serve our Lord…”

Este nevoie de balantarea puterii in Biserici.

„These bylaws are designed to bring clarity and a sense of balance to the church organizational structure, outlining a clear chain of command. By eliminating ambiguity, the church becomes more effective in fulfilling its goal. It is important to have the right person in the right place. The Senior pastor is removed from top executive position so he can focus on his calling and dedicate himself to studying the word and preparing the sermons. It is healthy and biblical to have a Board of Elders in charge instead of a single person (Senior pastor) which usually the case in many churches. The Board of Elders will not micromanage, but rather set goals, plan, coordinate and oversee – delegating other departments to run the day-to-day operation.

One of the biggest challenges in the church or any organization is the danger of becoming embroiled in politics where I rub your back you rub my back. Or the danger of one person accumulating too much power and then using that to consolidate his position – usurpation of power. Or the danger of having unruly and emotionally charged meetings where brothers end up yelling and insulting each other instead of constructively focusing on the issues. Or the danger of nepotism where some are propped up and promoted in positions they should not be in …”
