„Chapter 3 – Classes of Members
Art 1 – There shall be two classes of members in the Church.
Art 2 – Active Members
The first class of members shall be referred to as active membership roll, and shall consist of all initial members of the Church as of the date of these Bylaws, and all members admitted hereafter from time to time. Young people growing up in the Church and attending the Church regularly will automatically became active members when they turn 18 after filling out a membership application and after having been baptized or have applied to be baptized. New members will be accepted upon completing a membership class, filling out an application and agreeing with Bylaws and Articles of Faith of this church.
Art 3 – Inactive Members
The second class of members shall be referred to as the inactive membership roll, and consists of former active members that have not attended the Church for the last 12 months. Upon identification of those members the Secretary shall transfer those members from the active membership roll to the inactive membership roll. The Secretary shall mail a letter to those members at their last known address according to the Church’s records advising them of this upcoming change in status two weeks before transferring them to the inactive membership roll.
Any member whose name appears in the inactive membership roll may request to be transferred to the active membership roll by making such request to the Secretary. Such transfer shall be made in a reasonable amount of time after the Secretary has confirmed that the member has started attending the Church again. If the member makes no effort to be reinstated as an active member and the Secretary could not contact him, then the Secretary may bring up the membership for termination with a majority vote in a regular business meeting. Iata un capitol destul de controversat. Unele Biserici au si incercat sa introduca aceasta catalogare intre membri. Nu stiu daca au si reusit. Pe de o parte, ma gandesc ca o astfel de separare bazata doar pe frecventa venitului la Casa de rugaciune, ar produce o sciziune nesanatoasa si ar incuraja un standard mai degraba religios decat spiritual. Pe de alta parte , cred ca ar trebui totusi sa existe un standard spiritual care sa cuprinda mai multe aspecte a vietii credinciosului. Insa deocamdata nu stiu cum s-ar putea incorpora aceasta idee. Astept in continuare solutii.
Art 1 – Worship Services
The Church will meet regularly each Sunday morning, Sunday evening and Thursday evening for Worship of Almighty God. Prayer, praise, preaching, instruction, and evangelism shall be among the ingredients of the services.
Art 2 – Special Services
Revival services or any other services for the advancement of the Church’s objectives shall be held, as recommended by the Pastoral ministry, and approved by the Board of Elders with a majority vote.
Art 3 – Annual Meetings
The annual meeting of all active members of this church will be held on the first Sunday in the month of February. Every active member will be notified in writing or via e-mail regarding this annual meeting, at least two weeks in advance, and it will be announced in the church on the last two Sunday services, immediately prior to the meeting. Absentee ballots shall be provided by the Nomination Committee ahead of time for the active members that cannot participate in person and have to be turned no later than the election day.
Art 4 – Regular Business Meetings
The Church will hold regular business meetings on the first Saturday of the month of March, June, September and December. Part of the meeting will be informative (like Treasurer’s report and Secretary’s report) and part will be discussions on issues at hand. The emerging issues will need a majority vote to be further explored by the BOE as needed. The people present will constitute a quorum and will have the authority to adopt issues of smaller importance (like accepting or terminating members) by a majority vote. There will be no absentee ballots provided for the regular business meeting.
Art 5 – Special Meetings
The Church may conduct called business meetings to consider matters of special nature and significance. The notice of special meetings shall include the subject, the date, the time, and the place of the meeting; and it must be given by announcement in the Sunday worship service and the Thursday worship service as well as via e-mail a week in advance to all active members. A special business meeting may be called by the Board of Elders, or by a written petition signed by not less than 20% of the church members on the active roll. No business except that for which the meeting was called may be transacted. Absentee ballots shall be provided ahead of time for active members that can not participate in person and have to be turned in before the time of the meeting. Conference call will not be considered.
Art 6 – Moderator
To avoid any conflict of interest, a Moderator other than Pastor shall be elected at every Church meeting whether annual, special or regular. The Moderator could be the Secretary, the Clerk, Assistant Clerk, or any other member. His duty will be to conduct an orderly meeting respecting these Bylaws or Robert’s rules of order, to protect the rights of the minority to speak. The Moderator will not express any opinion on the matters being discussed and maintain a neutral attitude at all times. He will abstain from voting on the issues unless in situations where his vote can make or break a tie or a two thirds majority.
Art 7 – Majority vote
In order to adopt any issue in the Church meetings, it is necessary to have a majority vote, except in the cases when a higher percentage is required by these Bylaws. The ballots will have two options Yes or No. The ballots left blank or have a write-in name will be ignored. The percentage will be based on the total number of ballots collected, including the absentee ballots that will be part of the total count (in annual and special meetings).
Iata un nou capitol care merita toata atentia. Ma gandesc ce bine ar fi daca s-ar comunica cu membrii cum este specificat la articolul 3. In modul acesta cred ca ar veni mai multi la Adunarea Generala. Dar nu stiu cati pastori ar dori lucrul acesta.
Sunt de acord si cu „Regular Business Meetings” si cu „Special Meetings”. Din pacate Adunarile Generale seamana mai mult cu sedinte de partid foarte rigide si formale. Se dau mai mult rapoarte stil prelegere si nu prea exista o comunicare in doua sensuri intre cei din conducere si simpli membri. Ce sa mai vorbesc de dezbateri…, nu este timp de asa ceva. Nu este timp pentru ca nu se vrea. Tocmai de aceea cred ca ar fi binevenite si altfel de intalniri speciale cu membrii Bisericii, niste inatalniri pragmatice care sa rezolve probleme acute sau cronice. Demn de remarcat faptul cine convoaca aceste intalniri, citez : „A special business meeting may be called by the Board of Elders, or by a written petition signed by not less than 20% of the church members on the active roll”. Iata ca nu este o singura persoana, de exemplu pastorul sau presedintele – cum de regula se intampla in multe Biserici, ci Bordul cu putere executiva sau o petitie scrisa si semnata de cel putin 20% din membrii activi. Petitieee?, s-ar intreba unii? Dar de ce nu? Simplii membri nu sunt si ei o preotie aleasa ? Ba da. Sunt situatii in care este nevoie de asa ceva. De ce sa nu le folosim?
Art. 6 parca este venit de pe o alta lume. Unde ai mai pomenit in „bisericile noastre” ca moderatorul sa fie ales prin rotatie dintre membrii bordului administrativ sau a functionarilor. La noi, in multe biserici daca nu in toate sau aproape toate, aceeasi persoana le si convoaca dar le si prezideaza, ca de moderare …deh, nu mai este nevoie. Ca doar trebuie sa ne intoarcem la „faptele” parintilor nostri din vechiul regim care se aude ca au lucrat foarte bine. Poporul era foarte ascultator cand era „prezidat”. Of, Doamne! Ce multe s-ar putea spune, dar oare cine va lua seama?
